  1. In a large bowl, whisk together flour, cornstarch, egg, water, annatto powder, salt, and pepper to form a smooth, thick batter.
  2. Fold in the bean sprouts, sweet potato, carrots, spring onions, and garlic until evenly coated in the batter.
  3. Heat oil in a wide frying pan over medium-high heat.
  4. Scoop about 1/3 cup of the vegetable batter per fritter and flatten it into the hot oil; immediately press 3-4 shrimp on top of each fritter so they stick to the surface.
  5. Fry until the bottom is golden and crisp, about 3-4 minutes, then carefully flip and fry the other side until golden and cooked through.
  6. Remove and drain on paper towels or a wire rack to keep them crisp.
  7. Repeat with the remaining batter and shrimp.
  8. Serve hot with a vinegar-garlic dipping sauce (spiced vinegar with minced garlic, chili, and salt).
