  1. Make the dough: in a large bowl, combine flour and salt, then cut in the cold butter with a pastry cutter or your fingers until the mixture resembles coarse crumbs. Gradually add ice water, mixing just until the dough comes together. Wrap in plastic and refrigerate for 30 minutes.
  2. Make the filling: heat oil in a pan over medium heat and sauté onion and garlic until fragrant. Add the ground chicken or pork and cook until browned, breaking it up with a spoon.
  3. Add the diced potato and carrots, then season with soy sauce, salt, and pepper; cook, stirring occasionally, until the vegetables are tender, about 8-10 minutes.
  4. Stir in the raisins and cook for another 2 minutes, then remove from heat and let the filling cool completely.
  5. Roll out the dough on a floured surface to about 1/8-inch thickness and cut into circles about 5-6 inches in diameter.
  6. Place about 2-3 tbsp of filling on one half of each circle, fold the dough over to form a half-moon, and crimp the edges tightly with a fork to seal.
  7. For baking: preheat oven to 375°F (190°C), brush the empanadas with egg wash, and bake for 25-30 minutes until golden brown. For frying: heat oil to 350°F (175°C) and deep-fry until golden brown, about 5-7 minutes, then drain on paper towels.
  8. Let cool slightly and serve warm as a snack or side dish.
