  1. In a large bowl, sift together rice flour, all-purpose flour, sugar, baking powder, and salt.
  2. In a separate bowl, whisk together water (or evaporated milk), egg, and vanilla extract.
  3. Gradually pour the wet ingredients into the dry ingredients, whisking until you have a smooth, lump-free batter; let the batter rest for 15-20 minutes.
  4. Prepare a steamer with water and bring it to a rolling boil; line small puto molds or cupcake molds with banana leaf pieces or paper liners.
  5. Pour or ladle the batter into the molds, filling each about three-quarters full.
  6. Arrange a small piece of cheese or salted egg on top of each, if desired.
  7. Steam over high heat (covering the steamer lid with a cloth to prevent water dripping) for 15-20 minutes, or until a toothpick inserted comes out clean.
  8. Let the puto cool slightly before removing from molds; serve warm alongside dinuguan or pancit.
